聖誕節前夕，南投縣長林明溱與縣內慢飛天使齊聚一堂歡慶，並贈送慢飛天使禮物，大家都感到相當開心，還有慢飛天使收到禮物後，大聲對林縣長說：「我愛你！」頓時讓人感到相當溫馨！
縣府昨（二十一）日在地下二樓大禮堂舉辦慢飛天使歲末關懷活動暨特教白皮書發表會，林縣長除贈送慢飛天使禮物外，並和教育處長彭雅玲為「特殊教育白皮書」揭用，並帶領出席貴賓共同簽名見證，期落實特教教育理念，帶領慢飛天使走入人群、與社會接觸，讓他們健康快樂成長及學習。
林縣長表示，慢飛天使心智條件先天上較不足，但他們都相當天真可愛，縣府藉由各項活動及教育體系，盼讓他們更能儘早融入社會，同時也感謝社會各界長期投入愛心及資源關懷弱勢，老師更秉持有教無類精神夏季特賣 ，耐心教導慢飛天使，充實各項知識。
會中，林縣長頒發感謝狀予此次活動贊助單位，包括十八度C文化基金會、麥當勞南崗店及友山尊爵酒店，並頒發二○一六總統教育獎給爽文國中李易珊及及旭光高中國中部韓棨賢。隨後，林縣長揭用「特殊教育白皮書」及贈送慢飛天使禮物。
麥當勞叔叔及蘋果劇團也帶來多項表演，包括活力帶動跳舞及奇幻冒險魔法書劇團演出，慢飛天使們跟著唱唱跳跳，臉上充滿歡樂笑容，全場洋溢愉悅氣氛。
此次「特殊教育白皮書」規劃了本縣一○六年至一一○年教育藍圖，並揭開十大行動方案，有「充實特殊教育相關資源及支援方案」、「強化幼兒園特殊教育服務品質」、「強化正向行為支持介入方案與轉銜輔導成效」及「精進鑑定與安置服務」等。林縣長盼未來提供特教生更多、更優質服務，也希望社會都能用愛與包容對待他們，讓其快樂融入社會。

新秀藝術家朱國維，是名畫家邱顯德西藏探險寫生隊成員之一，以無限喜悅、樂觀、進取、自如、虔誠的藝術信仰為朱國維每次創作精神的主軸。
朱國維先後畢業於台藝大與台師大美研所，喜歡油彩的厚重感，融入見長水墨的氛圍，展出的作品每次都帶給觀眾有別於一般油彩的印象。朱國維表示，他們曾橫跨大陸8省，歷經數月的漂泊寫生，最遠曾到達內蒙最北端的根河，當時天氣已是深冬，零下40度的酷寒，考驗探險寫生隊的求生意志，也考驗著他們對藝術的深切信仰。
藝術家朱國維辦過多項展覽、得過多項大小繪畫獎座，目前則開設個人畫室，專職於藝術奉獻。他以獨特視角，觀察一草一木，將「一花一世界」理念帶入畫中，作品包括過去遊歷西藏、蒙古、東北等地，藉由想像與創造力，轉化成屬於自己的風格作品；在花草作品中，充分展現植物生命力，畫面中有一種肅穆的「敬天」特質，在大自然宏大的懷抱下，地球上的生命體依傍四時生存，歷經生命的綻放與驚喜、衰落與凋零，種種無常的變化，看似無情卻有情，是來自大自然的智慧。
在經過生命歷程的淬鍊與洗滌下，朱國維看待自然事物有其獨特觀點，雖然不同於其他畫家那樣的具有「人氣」，卻因為畫面無人，多了許多「靈氣」。每一件作品所呈現的色彩就是情感的主調，裡頭有許多情感，抒情的、曖昧的、純粹的、祈望的、情緒湧上心頭的感覺，難以言喻，值得觀者細細品味。
